Chiu is a screenwriter. He once studied theater in East-West Cultural Center at Hawaii University. He Founded Taiwan Theater Journal (Taiwan juchang jukan), and was once a screenwriter of Shaw Brothers Studio and the Director of Screenwriting Division of Hong Kong Century Motion Picture Corporation. His scripts include Boat People, The Story of Woo Viet, Intimate Confessions of a Chinese Courtesan, Rouge, Love onto Waste, Women, The Actress (aka Center Stage), Full Moon in New York, Profiles of Pleasure, and Dream Lovers. His directorial works included Chivalry in Tang Dynasty and Ghost.
