Ting-Li Tsai graduated from the Department of Radio, Television and Film, Shih Hsin University. His work revolves around themes about new immigrants related to his experience. During his school years, he made "Lips" and "Begonia White", and his graduation work "Về nhà (Southern Journey)" was shortlisted for the Golden Harvest Awards.
